CONSIDERATION OF ADOPTION OF ORDINANCE NO. 2541 APPROVING ZONE CHANGE NO. 25-01 TO CHANGE THE ZONING FROM SINGLE FAMILY RESIDENTIAL (R-1) TO SPECIFIC PLAN NO. 33 (DEL NORTE SPECIFIC PLAN) AND OPEN SPACE (O-S) FOR THE PROPERTY LOCATED AT 1501 W. DEL NORTE STREET

RECOMMENDATION:

It is recommended that the City Council adopt the following ordinance:
ORDINANCE NO. 2541 - AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING ZONE CHANGE NO. 25-01 TO CHANGE THE ZONING FROM SINGLE-FAMILY RESIDENTIAL (R-1) TO SPECIFIC PLAN NO. 33, THE DEL NORTE SPECIFIC PLAN, AND OPEN SPACE (O-S) FOR THE PROPERTY LOCATED AT 1501 W. DEL NORTE STREET

BACKGROUND:

On June 16, 2026, the City Council conducted a public hearing and approved the entitlements associated with the redevelopment of the former Del Norte School site located at 1501 W. Del Norte Street. The approvals included adoption of a Mitigated Negative Declaration and General Plan Amendment, approval of Precise Plan No. 25-01, Tentative Tract Map No. 004618, and Tree Removal Permit No. 25-10, and the introduction of Ordinance No. 2541 approving Zone Change No. 25-01. The staff report from the June 16, 2026 meeting is included as Attachment No. 2.

The project consists of the redevelopment of the former school site with a 232-unit residential development, including 34 detached single-family homes, 198 attached townhomes, extension of Del Norte Street to Sunset Avenue, and a 1.45-acre park dedication to expand Del Norte Park.

DISCUSSION:

The City Council introduced Ordinance No. 2541 on June 16, 2026. The ordinance would amend the zoning of the property from Single-Family Residential (R-1) to Specific Plan No. 33 (Del Norte Specific Plan) and Open Space (O-S), consistent with the project approvals granted by the City Council at the June 16, 2026 Council meeting.

Staff recommends that the City Council adopt Ordinance No. 2541.

The Ordinance will take effect on the 31st day following adoption, on or about August 7, 2026.

LEGAL REVIEW:

The City Attorney's Office has reviewed the ordinance and approved it as to form.

ENVIRONMENTAL REVIEW:

The environmental review for the project was completed pursuant to the California Environmental Quality Act (CEQA). On June 16, 2026, the City Council adopted a Mitigated Negative Declaration and Mitigation Monitoring Program for the project. No further environmental review is required for the adoption of Ordinance No. 2541.
