| SUBJECT: | PROPOSITION 68 FUNDING OPPORTUNITY |
RECOMMENDATION:
It is recommended that the Commission receive and file this informational report.
BACKGROUND:
On June 5, 2018, the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (Prop 68) was approved with 56 percent of the vote to authorize the state to borrow $4.1 billion for investments in outdoor recreation, land conservation and water projects. Prop 68 includes a Competitive and a Per Capita Program, which are applicable to West Covina.
The Competitive Program is intended to create new parks and new recreation opportunities in underserved communities across the state and the application deadline is August 5, 2019. To be eligible for the Competitive Program, a proposed project site can qualify in one of two ways:
Less than 3 park acres per 1,000 people
OR
Less that $51,026 median household income
Using the required California State Parks Community FactFinder, which evaluates park space within, the proximity of a half-mile radius of the project site, staff determined the eligibility of the following asterisked (*) parks in the table below, based on the acreage criteria. All statewide applications will be evaluated on a points system for various criteria, including type of project, partnerships, community-based planning, employment or volunteer opportunities, park acres per 1,000 people median household income, and number below poverty.
Per Capita Program Funds will be available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors. The release of a final procedural guide and announcement of allocations is expected to occur in late summer of 2019 according to the State Office of Grants and Local Services.
