Discuss, consider, and take appropriate action on raising the waiver exempting the County Judge's approval of electronic requisitions from $2,000 to $5,000.

Background

Currently all requisitions greater than $2,000 require approval from the County Judge. As the County has grown, the number of single transactions have increased and created the need for greater efficiency in the requisition process. Based upon Purchase Order data from the past three fiscal years, the majority of Purchase Orders (approx. 75%)  issued are for purchases under $5000. This process change will result in cost and time savings as fewer county employees will be involved in the day-to-day requisition approval for small, non-capital asset transactions. This will result in a speedier turn-around time on Purchase Orders. Additionally, the proposed $5,000 requisition limit is consistent with the Williamson County capital assets threshold which will continue to ensure any capital assets purchased are still being routed through the County Judge.
