Discuss, consider, and take appropriate action on the Inter-Local Agreement (ILA) between Williamson County and Bluebonnet Trails Community Services (BTCS).

Background

The City of Round Rock approved creation of a Community Risk Reduction Program (RRCRRP) in their FY22 budget, which will operate in their Fire Department. The RRCRRP will be comprised of behavioral health specialists (similar to the County MOT) and fire service personnel. This program will assist citizens experiencing various challenges related to mental illness, unsafe living conditions, and other needs requiring connection to community resources. The City of Round Rock has provided notification they expect to hire the Director in January 2022, and 12 additional mental health positions are expected to be filled by April 2022. Annie Burwell (present County MOT Director) has been offered the position of Director and Annie has informed the Senior Director - Emergency Services that she will take the City of Round Rock position. Many of the remaining Williamson County Mobile Outreach Team members are expected to apply for the 12 Round Rock mental health positions. There could at that point be three operational mental health response teams operating in the county.

  • BTCS - Mobile Crisis Outreach Team (MCOT)
  • RRCRRP - serving City of Round Rock (comprising approximately 25% of all MOT calls)
To avoid confusion of multiple mental health teams, it is recommended to revise the current ILA and have BTCS MCOT provide 24/7/365 crisis response services to coincide with the start date of the RRCRRP. Through this revised ILA, BTCS MCOT will be responding to mobile crisis response calls throughout Williamson County except in the service area served by RRCRRP within the City of Round Rock.
