Discuss, consider, and take appropriate action on an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment to acknowledge additional expenditures for the Williamson County Radio Communications System Fund. 

The Radio Communication System board approved back in the spring to Upgrade Tower Lighting.  They took action again on October 14, 2021 to approve this and request the Commissioners Court appropriate the funds from reserves in the Radio Communications System Fund.  In Fiscal Year 2021 the Liberty Hill Tower Generator was due to be upgraded.  The Purchase Order was done but due to Supply Chain Issues (Covid) the work was not started.  The funds are being requested per the October 14, 2021 meeting of the board to be reappropriated from cash reserves of the Radio Communication System Fund.
