Discuss, consider, and take appropriate action on the approval and ratification of the prior action taken by the Williamson County Commissioners Court at its March 24, 2026 Regular Session relating to an Assignment of Commercial Contract – Unimproved Property between Scott Stribling, as Assignor, and County of Williamson, as Assignee, relating to the assignment of that certain Commercial Contract – Unimproved Property, bearing the effective date of March 9, 2026, between Scott Stribling, referred to therein as Buyer, and Lera B Hughes Properties, LP, referred to therein as Seller, containing a sales price amount of $75,819,874, relating to the purchase of approximately 255 acres (more or less and subject to final survey) acres of real property (WCAD R038820, R519352, R432645 & R519356) located near Inner Loop/CR 110/Southwestern Boulevard/Sam Houston Avenue/1200 CR 110, Georgetown, Williamson County, Texas that may be used for purposes of future Williamson County facilities and other governmental purposes to include but not be limited to a future jail and justice complex; and authorize the County Judge to execute the Assignment of Commercial Contract – Unimproved Property and all other documents and instruments that may be necessary to close the transaction and convey the real property to the County of Williamson.

Public Background

On March 24, 2026, the Williamon County Commissioners Court approved an Assignment of a Commercial Contract – Unimproved Property between Scott Stribling, as Assignor, and County of Williamson, as Assignee, relating to the assignment of that certain Commercial Contract – Unimproved Property, bearing the effective date of March 9, 2026, between Scott Stribling, referred to therein as Buyer, and Lera B Hughes Properties, LP, referred to therein as Seller.  The March 24, 2026, agenda item provided it was for the purchase of approximately 248 acres of real property. The amount of acreage referenced in the prior agenda item was stated as an approximation since the actual total acreage of the property could not be determined until new and updated surveys could be obtained. New and updated surveys have been created, and the surveys provide the acreage as being approximately 255 acres.  Since the property is raw acreage, it was previously identified using parcel reference numbers from the Williamson Central Appraisal District (WCAD R038820, R519352, R432645 & R519356) and referenced as being located in Georgetown, Williamson County, Texas. The prior action authorized the County Judge to execute the Assignment of Commercial Contract – Unimproved Property and all other documents and instruments that may be necessary to close the transaction and convey the real property to the County of Williamson. Members of the public have requested that the Williamson County Commissioners Court place an additional item on an agenda that contains the contract sales price, an address, the size of the property, and that provides that such property may, among other uses and purposes, serve as a location for a jail and justice complex in the future.  In addition to the Commissioners Court’s prior consideration and discussions at several prior Commissioners Court sessions regarding future jail and justice complex needs and planning, prior consideration and discussion of the contract assignment at its March 24, 2026 session, and in addition to holding two public Justice Complex Information Sessions on two separate evenings to receive input and comments from the public, placing this additional agenda item on the Commissioners Court’s agenda will allow for additional input and comments to be received from the public relating to the purchase of the property and the possible future use of the property for purposes of a jail and justice complex.
