Discuss, consider and take appropriate action on awarding Martin Marietta for the purchase of Portland Cement, per the lowest and best quote received, pursuant to Texas Local Gov't Code, Section 262.0225(d) and section 262.0245.

A Portland Cement solicitation was formally bid under IFB 1610-124, and no competitive bids were received. Texas Local Government Code Section 262.0225(d) and 262.045 allow the Purchasing Agent to recommend procedures for obtaining necessary items where no competitive bids are received.  A recommendation was made to the Road and Bridge Department to solicit and obtain three (3) quotes for the items, as originally bid out.  Three quotes were obtained (attached).  The responses were evaluated by Road and Bridges, in the same manner as if they had been received  during the initial bid process.  Based upon an evaluation of the bids received, the recommendation is made to award the bid to Martin Marietta as the overall lowest and best quote for the needed Portland Cement.
