Discuss and take appropriate action on transferring $70,000 from the Fiscal Year 2016 Community Development Block Grant Granger Sewer Project to the Fiscal Years 2014 and 2015 Community Development Block Grant Granger Drainage Project. 

The City of Granger was awarded FY16 CDBG funds in the amount of $329,500.  These funds were allocated to a sewer project which included the replacement of an existing lift station, 750 linear feet of 2-inch force main pipe, 6-inch gravity PVC pipe, two manholes and associated project incidentals.  The project bid came in approximately $107,000 under budget.

The City would like to reallocate $70,000 from this project to the FY14 and FY15 Drainage Improvement Project.  This project was previously funded $332,700.  However, during the construction phase it was discovered that a nearby waterline was asbestos concrete and was only approximately 12” deep.  The line was also located outside of the right-of-way.

The City would like to utilize the extra funds allocated to the 2016 project to move and replace the waterline associated with the FY14 and 15 Drainage Project.

Approving this request will trigger a substantial amendment to the Annual Action Plan which will require a 30 day public comment period.
