Discuss, consider, and take appropriate action on awarding IFB #1809-261 CR 110 Middle Section to the lowest responsive bidder, James Construction and authorizing the execution of the agreement.
 

Williamson County received 9 bids and the IFB was viewed by 77 suppliers. Per the bidding documents, only the base bid was considered when determining the low bidder. The contractors low base bid is $1,182,639.85 below the Engineer’s estimate, a cost saving of 11.7% The bidding was very competitive with the lowest 5 bidders being within 5% of the low bidder.
In addition to meeting the bid qualification subject to being low bidder, James Construction is performing similar work on another Williamson County Project (Southwest Bypass Segment 2). Based on the quality of ongoing work done for Williamson County, HNTB concurs with the Design Engineer’s (Kimly Horn) Recommendation of Award for the CR 110 Middle Section construction contract to James Construction in the amount of $8,910,862.73.  HNTB is the point of Contact and P261 Road Bonds will be utilized.
