Discuss, consider, and take appropriate action regarding Change Order No. 3 in the amount of $-204,858.75 for CR 176 at RM 2243 (Joe Bland Construction), a Road Bond project in Commissioner Pct. 3.

Background

The Change Order deletes the quantity for Item 162 Mulch Topdressing and both Items 260 relative to the Lime Treatment Subgrade. The Contractor was able to salvage high quality topsoil from the project limits and reuse that material on the final project. The topsoil used did not require the addition of mulch to establish vegetation or prevent erosion. The Lime Treated Subgrade items were deleted due to the high quality of the existing material encountered at subgrade elevation. Lab testing determined that the existing material contained a low enough Plasticity Index (PI) that lime treatment of the subgrade was not necessary.
