Discuss, consider and take appropriate action on an Agreement for Legal Services for the Williamson County Transformative Justice Program between Williamson County and JR Hancock; and exemption of such services from the competitive bid/proposal requirements of the County Purchasing Act pursuant to the discretionary exemption for personal or professional services, as set forth under Tex. Loc. Gov’t Code § 262.024(a)(4).
Background
As you are aware through discussions with Scott and Judge Mathews, we have decided not to renew the contract with Lone Star Justice Alliance (LSJA) for the administration of the Williamson County Transformative Justice Program. Since LSJA will no longer be administering the program, we are requesting the county directly contract with two attorneys to provide services to clients. These services will be paid for using grant funds provided by the Texas Indigent Defense Commission.
Specifically, we are requesting approval for the Legal Services Agreements with JR Hancock and Jo Poenitzsch. Mr. Hancock and Ms. Poenitzsch are the two attorneys that have been providing services since the program’s inception and continuing to contract with them will allow for continuity of care for the clients involved with the program.
All parties involved in the Transformative Justice program are aware of the pending contract agreement with Mr. Hancock and Ms. Poenitzsch and are in agreement with utilizing these two attorneys.
