Discuss, consider, and take appropriate action on approving a new concept to provide departments with long term staffing support while current employees are on approved leave under the Uniformed Services Employment and Reemployment Rights act (USERRA).

The proposal is to provide duplicate positions in Non-Departmental to mirror the current employee's job. Position would be held for current employee on leave, and they would reinstate upon their return. The Court may determine the applicant notification process. This would only be for long term absences, as anything under 6 months could be covered in office or with the possibility of temp. funding. There is a current long term need in two offices. No funding would be requested at this time, but 15 days of funding for each slot shall be requested during the annual budget process to be paid October1st.
