Discuss, consider and take appropriate action on approving the filing of an application for a Hazard Mitigation Grant available through the General Land Office that will provide up to $120,000 for funding a contractor to update the FY21 Hazard Mitigation Plan; and authorize the County Judge to execute any application, resolution and documentation necessary to submit and process such grant application.
Background
Section 322 of the Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5165) requires local governments to develop a hazardous mitigation plan as a condition for receiving certain types of non-emergency disaster assistance, including funding for mitigation projects; and the Code of Federal Regulations (CFR) at Title 44, Chapter 1, part 201, requires the County to prepare and adopt a local mitigation plan every five years. The current plan will expire in January 2021. The grant request will be for $120,000 and there is a 25% cost sharing associated with the grant that will be offset by the ten participants in the hazard mitigation plan. Cost sharing would be $20,000 for the county and $1,000 per participating jurisdiction. Due to time constraints and delays with funding approval from other funding sources, OEM would like to seek other grant opportunities.
