Discuss, consider, and take appropriate action on awarding IFB #22IFB57 Reconstruction and Extension of CR 401 to the lowest and best bidder, James Construction, in the amount of $12,673,200.94 and authorizing the execution of the agreement. Funding Source is P390.
Background
Williamson County sent out over 5,100 notifications for this solicitation and received 5 submittals. The bids have been reviewed and the apparent low bidder, James Construction, was found to be responsive and materially balanced. The lowest bidder was $809,060.16 lower than the Engineer’s Estimate, a cost savings of 6.0%. The bidding was competitive with the lowest two bidders being within 9.3% of each other. In addition to meeting the bid qualifications subject to being low bidder, James Construction is currently the contractor on the CR 101 Reconstruction project and the South East Loop Phase 1 project. James Construction has also successfully completed projects for Williamson County including the CR 110 Middle project and the Southwest Bypass Segment 2 project. Based on the quality of work performed by the contractor and favorable working relationship with the County and its representatives, HNTB recommends the award of the Reconstruction and Extension of CR 401 contract to James Construction in the amount of $12,673,200.94.
