Williamson County sent out over 3,400 notifications for this solicitation and received 3 submittals. The bids have been reviewed and the apparent low bidder, MA Smith Contracting, was found to be responsive and materially balanced. The lowest bid was 107.9% higher than the Engineers Estimate. We attribute the higher than expected prices due to the location of the project and the small quantities of items of work related to excavation, flexible base, and asphalt paving. The bidding was competitive with the lowest two bidders being within 10.9% of each other.  In addition to meeting the bid qualifications subject to being low bidder, MA Smith Contracting is currently the Contractor on CR 200 Reconstruction project and has also successfully completed projects for Williamson County including the Neenah Avenue Widening project and the Lakeline Blvd. Right Turn Lane. Based on the quality of work performed by the contractor and favorable working relationship with the County and its representatives, HNTB recommends award of the Wyoming Springs Intersection Improvements at Smyers Lane construction contract to MA Smith Contracting in the amount of $355,892.50.  Funding source P339.  Christen Eschberger for HNTB is the point of contact.
