Discuss, consider and take appropriate action on approving agreement #2023156 between Williamson County and T.F.R. Enterprises, Inc. for Debris Loading Services in a not-to-exceed amount of $153,900.00 for a ninety (90) day period and exempting this purchase from the competitive bid/proposal requirements pursuant to the discretionary exemption as set forth under Texas Local Government Code § 262.024 (a)(2) [an item necessary to preserve and protect the public health or safety or the residents of the county] and authorizing execution of the agreement.
Background
The service agreement is for the emergency debris loading and unloading from hauler trucks that arrive at the debris management site. The debris management site located at 9100 SH 195, Florence, TX 76527 is for the collection of debris piles caused by winter storm Mara. Scope of work includes providing a front-end loader, an operator for safe and timely unloading of vegetative debris, safe stacking and piling of debris and management of piles as they await incineration plus assisting site agency as needed. The hourly rate for equipment and operator combo is one hundred ninety dollars ($190) per hour based on a nine (9) hour shift from 8:00 AM to 5:00 PM with a cost of fifty-one thousand three hundred dollars ($51,300) for thirty (30) days with the option to renew the contract in fifteen day increments for up to an additional sixty (60) days with a total period of contract not to exceed ninety (90) days. Budget and Contract Audit have approved this agreement and purchase. Funding Source is 01.0100.0409.004987. Department point of contact is Michael Shoe.
