Discuss, consider and take appropriate action on converting Williamson County Veterans Treatment Court and DWI/Drug Court positions to general fund when grant funding sources are no longer available.
Background
The Williamson County Veterans Treatment program is one of the most successful in the State of Texas, with a graduation rate of 93%, as compared with the state average of 89%. The program has proven successful with an outstanding local 2-year recidivism rate of 93%. These graduates have not re-offended and have remained out of our local criminal justice system. The program has graduated 28 veterans in 2020 (even during the pandemic), 29 veterans in 2021, and 26 veterans in 2022. Per policy (attached), the Budget Office needs direction from the Commissioners Court on funding of grant positions. The costing, as it stands today is attached. Cost does not reflect benefits or compensation changes for FY 2024.
