Discuss, consider and take appropriate action on approving revisions to the Purchasing Policy Manual.

Background

Updates to the policy include:
  •  Adjustment of the formal solicitation threshold requirement to align with SB1173.  This legislative change adjusts the $50,000 threshold to $100,000 for competitive bidding requirements and is effective 9/1/25;
  • Clarification of multi-year contract amounts policy;
  • Clarification on procurement for:
    • Non-professional services consulting purchasing;
    • Training purchasing;
  • Critical system IT procurement;
  • Integration of outlying policies such as Furniture Purchasing and Solicitation Deadline Extension;
  • Certificate of Insurance submission guidelines;
  • Updated agenda submission deadlines for Purchasing Department items;
