Discuss, consider and take appropriate action on an alternate vehicle replacement schedule for the Office of Emergency Management and Fire Marshal Office response vehicles as identified in the attached.

The OEM and FM offices are asking for an alternate replacement schedule for five specific units (as attached) in their respective departments.  The alternate schedule would say only one of the two criteria, or "age OR miles" be met, instead of the current approved policy that states both criteria must be met, or "age AND miles."  The Budget office did explore a lease option, but that is nearly double the cost.  The OEM and FM offices are stating that these vehicles sit at various fire stations as well as the ESOC and must be "deployment ready."  Williamson County has roughly 5 incidents each year, while outside agencies have circa 25 incidents for a total of 30 annually where trailers need to be deployed.  Since most of the time these vehicles are sitting, they will not reach age AND MILES as required by the current replacement schedule.  The OEM and FM offices are asking to replace these diesel trucks with a 1/2 ton gas, Ford F150 or Chevy equivalent, which is a much less expensive solution (vehicle cost as well as maintenance) and Fleet preferred.  The Fleet Committee voted 7 for and 2 against this alternate replacement schedule.  Should an alternate replacement schedule be approved, units being replaced will be re-purposed/allocated to another department during the budget process until meeting age AND miles replacement criteria.
