Discuss, consider, and take appropriate action to ratify Emergency Purchase Order (PO) #192185 in the amount of $401,615.00 for Kinloch Equipment & Supply, exempting this purchase from the competitive bidding requirements, per Texas Local Government Code Sec. 262.024(a)(3), which allows an exemption when an item is necessary due to unforeseen damage to public property.
