Discuss, consider and take appropriate action on an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment to acknowledge additional expenditures for the County Sheriff Department.

The County Sheriff Department is currently out of funds in their Gasoline and Vehicle Repairs and Maintenance Line Items.  The Auditor's Office and Budget Office have reviewed and recommend these budget amendments based on the last 9 months of usage.
Gasoline is purchased at Vendor Pumps and that contract has already been encumbered for the remainder of the year.  The balance of funds for Gasoline is needed to obtain fuel from the County Pumps which has an average spend of $14,000/month.  Thus the recommendation of $42,000. 
Vehicle Repairs and Maintenance has an average monthly spend of $40,276.  The amount needed for July thru September equals $120,828.  If you subtract the budget amendment for Insurance proceeds of $12,291 (prior agenda items) the recommendation is $108,537.
