10:00 Conduct a public hearing relating to a request by EMS on the Uncompensated Care (HUG) Fund for a budget increase on Position Control Number (PCN) 1642, (Community Paramedic).

For FY25, Position Control Number 1624 had a budget of $94,938.95 and was filled with an employee at a salary of $80,747.06.  Subsequently, this person left, the position was vacant, and an offer was extended at the budgeted amount of $94,938.95 to backfill the position (all within policy).  This individual was expected to fill this position prior to September 30th (end of fiscal year) but was delayed and unable to start until FY26, in the new fiscal year.  Unfortunately, at the beginning of each new fiscal year, excess funds (or any funds over and above the salary amount) are "swept".  Because of this, the salary/budget is short when an offer has already been made.  Because of the 2% COLA awarded by the Commissioners Court for FY26, the new salary amount on this PCN is $82,362, leaving a shortfall of $12,576.95 (the amount being requested).  Should this item be approved, a budget amendment to the 0338 (Uncompensated Care Fund/HUG) will be submitted the following week.
