Discuss, consider, and take appropriate action on the water and wastewater pass-through agreement for Southwest Williamson County Regional Park (SWRP) between Williamson County, Texas and the City of Round Rock, Texas relating to water service at SWRP.

Southwest Williamson County Regional Park receives water service from the City of Round Rock. This agreement replaces an expired agreement with updated language and terms. It also includes the new water and wastewater service contract (Exhibit B) which was approved June 30, 2026 (item 24) by the Commissioners Court. Vista Oaks Municipal Utility District has already signed this agreement. The City of Round Rock has requested, because we are both government entities, that we each take the unsigned agreement to our respective governing bodies concurrently. The effective date, highlighted in section E, will be filled in once all parties have signed.
