Public Background
JP4 Civil Debt Claim filings have increased significantly over the last 4 years to the point that positions were shifted to create a dedicated Debt Claims clerk in order to move cases faster. In 2022 there were 1211 Debt Claim cases filed at JP4 as compared to 3852 cases filed in 2025. As of July 8, 2026, there were 2859 Debt Claim cases filed this year with a projection of 5718 cases to be filed by the end of 2026. Clerks have made great strides in reducing the backlog and in June 1154 cases were disposed of as compared to 272 cases in May. This has created a large number of mailings which should level out in the next 90 days as we anticipate the continued increase. The office of JP4 is requesting a line item transfer from 0100.0454.004410 (Bond Premiums) $500.00 and from 0100.0454.003006 (Office Equipment) $3000.00 to 0100.0454.004212 (Postage) totaling $3500.00. Due to increased civil filings and an increase in postage cost this transfer is necessary to fund postage for the remainder of the fiscal year.
