Discuss, consider, and take appropriate action on Renewal #2 (FINAL Renewal) for Contract No. 25IFB2 for Commercial Lime Slurry, Hydrated Lime Slurry, and Quicklime between Williamson County and Lhoist North America of Texas, Ltd. for the Road and Bridge Department, originally approved by the Commissioners’ Court on September 8, 2025, Agenda Item #65, with a 6.9% recommended price adjustment effective December 10, 2026, and authorizing the execution of the agreement. (Funding is available on 01.0200.0210.003597).
Public Background
The Road and Bridge Department has received and recommends the proposed price increase. The 6.9% adjustment is based on sustained increases in operating costs and recent U.S. Bureau of Labor Statistics index data reflecting a 4.2% increase in overall consumer prices, a 3.0% increase in natural gas prices, and a 23.5% increase in energy-related costs. Applying general inflation and energy-related cost pressures results in a combined impact of 6.9%. Due to these sustained cost pressures, the recommended price adjustment will be effective December 10, 2026.
