Discuss, consider, and take appropriate action on a Cross-Jurisdictional Memorandum of Understanding between the City of Austin and Williamson County regarding alert, warning, and notification messages sent through FEMA’s Integrated Public Alert and Warning System (IPAWS).
Public Background
The City of Austin and Williamson County are authorized to alert authorities with the ability to issue emergency public warning messages through FEMA’s Integrated Public Alert and Warning System (IPAWS), including Wireless Emergency Alerts (WEA) and the Emergency Alert System (EAS).
This MOU establishes procedures for coordination between the two jurisdictions when an emergency incident may require public alerting across jurisdictional boundaries. The agreement allows either jurisdiction, when appropriate and with authorization, to issue an alert on behalf of the other and establishes procedures for notification, message content, coordination, and communication during an incident.
