Recommended Action
Approve fifth amendment to Agreement No. 18-256 with CommuniCare Health Centers, Inc. to increase funding in the amount of $49,970 for fiscal year (FY) 2021-22; and extend the agreement through June 30, 2023; and add funding in the amount of $199,970 for (FY) 2022-23 for a revised contract maximum of $877,440 for the period of September 1, 2018 through June 30, 2023, for the provision of Building and Strengthening Protective Factors services.

Reason for Recommended Action/Background
Yolo County is mandated by statute to provide reunification services, such as parent education classes, for parents whose children have been removed from the home. The County is also mandated to provide preventive services for families whose children are at immediate risk of being removed from the home. These services often include parent education classes.
Local, community-based services shorten travel time for families and foster greater participation and commitment. CommuniCare Health Centers, Inc. (CCHC), is a local organization providing parent education services in both Woodland and West Sacramento to both our English and Spanish speaking families. The services provided by CCHC under this contract, meet the unique needs of the Child Welfare Service program. The parent education curriculum offered by CCHC meets the court-ordered standards for parent education classes prescribed in the California Welfare and Institution Codes. CCHC staff work closely with Child Welfare Services social workers to link, whenever possible, case plan objectives to service component outcomes.
Staff recommends the approval of this amendment to ensure at-risk Yolo County families continue receiving services necessary to build and strengthen protective factors and foster reunification services.
Performance measures were included in the initial Agreement and are not being revised by this amendment.

Competitive Bid Process/Vendor Performance
On April 23, 2018, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Building and Strengthening Protective Factors services. The RFP was open for 44 days (just over 6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 3, 2018. Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.
HHSA received 4 proposal(s) from this solicitation. A Proposal Review Committee was formed that included 3 HHSA employees. The proposal submitted by CCHC was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by Realignment funding. This action increases the contract maximum by $49,970 for FY2021-22 and $199,970 for FY2022-23 for a total increase of $249,940 resulting in a new total contract maximum of $877,440, for the period of September 1, 2018 through June 30, 2023. The amount of $49,970 is included in the HHSA adopted budget for FY2021-22. The related funding will be included in the requested budget process for future fiscal years.
