Recommended Action

Reason for Recommended Action/Background

Since 2013, Yolo County has contracted with the Sacramento County Office of Education (SCOE) to provide re-entry services for County probationers and State parolees. These services are provided through Day Reporting Centers (DRC) in Woodland and West Sacramento, as well as in the Yolo County Jail, with the goal of reducing recidivism by successfully reintegrating clients back into the community. The current agreement (Attachment B) was entered into on July 1, 2017 for a term of five years and an annual amount not-to-exceed $620,000.

As the current term is due to end on June 30, 2022, the Community Corrections Partnership (CCP) has been considering whether to extend this sole source agreement or proceed with a competitive Request for Proposals (RFP) process. As part of this consideration, the CCP requested current recidivism data related to the DRC. To facilitate this request, a Recidivism Study Workgroup was formed to evaluate and collect the desired data. The workgroup consisted of representatives from the Sheriff's Office, Probation Department, District Attorney's Office, County Administrator's Office and Information Technology Department, as well as contracted criminal justice data expert Kevin O'Connell (O'Connell Research). The workgroup identified data sources, reviewed relevant data and considered preferred data presentation points, while O'Connell Research worked with County departments to access the required data and conducted the analysis. 

The analysis was presented during the February 14, 2022 meeting of the CCP (Attachment C). While the CCP voiced concerns about a downward trend in client referrals and participation in DRC services (in part due to the COVID-19 pandemic), as well as the recidivism rate, the CCP unanimously voted to support a one year contract extension with SCOE to: a) ensure continuity of DRC services; b) allow time to evaluate the current DRC model and consider modifications to the model; and c) conduct a competitive RFP process that reflects the desired model for future DRC services. See Attachment D for the anticipated timeline of that process.

It should be noted that since the analysis was completed, referrals have begun to trend upward again. Additionally, while the DRC's recidivism rate appears high, it is based on all re-bookings at the Yolo County Jail over a three-year period for the 2017 cohort. A large percentage of those re-bookings (55%) are related to new drug or alcohol use offenses and technical violations of probation, i.e., failure to appear, alcohol/drug use, GPS/alcohol monitoring violation. A smaller percentage of re-bookings (45%) are related to property offenses and crimes against persons, etc. Further, recidivism is just one measure of success for this population. Other measures of success that will be considered going forward might be a recidivism rate based on convictions as well as reductions in harm, dosage hours and client criminogenic needs.

Competitive Bid Process/Vendor Performance

The Sacramento Office of Education has performed satisfactorily on the current agreement. The recent analysis from O'Connell Research shows that the clients deemed "successful" (meaning they engaged in the program) returned to the Yolo County Jail only 33% of the time. As the CCP evaluates the DRC model, client referrals and engagement will need to be further analyzed and strengthened. The current model and provision of DRC services may no longer fit the needs of the population and should be further evaluated, along with how success is measured. Extending the contract for a year will allow time for that analysis and avoid the risk of a gap in DRC services.
