Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan. On April 12, 2022, County staff brought forth a comprehensive review of ARP expenditures and a list of projects for consideration. This list included projects previously considered throughout ARP and County projects that may have been supported by the Board but did not yet have a funding source tied to them. At that meeting, the Board approved the Yolano Donnelly project by the Housing Authority of the County of Yolo. Staff has worked with the Housing Authority of the County of Yolo to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract and performance measures are described below.
Yolo County Housing Authority - Yolano Donnelly Project
Funding this contract with the Housing Authority of the County of Yolo will help to redevelop two parcels adjacent to the Yolo County Housing's existing 132 units on Lemen Avenue in Woodland. The two parcels will be purchased to effectively link the west end of the property to the main thoroughfare, allowing for improved and comprehensive public safety vehicle access, as well as more broad-based tenant access directly to the downtown corridor. The parcels would be used to become part of a 300 to 400-unit mixed-income partnership-owned projects, allowing for local services and businesses on the property. The Property will no longer be Public Housing, and the existing 132 families and the 20 families in Public Housing of nearby communities will receive Housing Choice or Project-Based Vouchers to live in the new buildings.
The expanded area will allow for the removal of existing property to the east and assure sufficient land for housing units that are appropriately spaced, including green belt and recreation areas. This project was presented in detail to the Committee on Capital Investments in February of 2022 on how this project aids the Housing Authority's long term transition from Public Housing to a voucher based system (Attachment B). More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds for projects previously considered throughout ARP and County projects that may have been supported by the Board but did not yet have a funding source tied to them on April 12, 2022.
