Recommended Action

Approve and authorize the Chair to sign agreement with State of California Office of Traffic Safety to receive funding in the amount of $226,000 under Child Passenger Safety Program for the period October 1, 2022, through September 30, 2023, for interventions to reduce the number of children killed/injured in crashes involving children under the age of eight years old.

Reason for Recommended Action/Background

Yolo County Health and Human Services Agency’s (HHSA) Community Health Branch operates a Car Seat Safety Program (CSSP) offering car seat safety check events and one-on-one appointments intended to support the local population in correct use of car seats and seatbelts.
 
HHSA has previously been awarded State of California Office of Traffic Safety (OTS) Child Passenger Safety grants for $150,000 for federal fiscal year 2018-19, $190,000 for both federal fiscal years 2019-20 and 2020-21, and $175,000 for federal fiscal year 2021-22 to support the CSSP. For federal fiscal year 22-23, Yolo County HHSA has been awarded a grant of $226,000 to continue this important program.
 
Under this Agreement, CSSP will continue its efforts to educate the community regarding proper use of car seats and seatbelts.  These efforts will include collaboration with other County departments, as well as local organizations such as law enforcement, schools, and day care centers.  These efforts will be focused on:
  1. Reducing inappropriate and incorrect use of child passenger car seats and seatbelts through various community outreach and educational efforts; and
  2. Providing low- or no-cost car seats to income-eligible families in the community.
  3. Delivering linguistically relevant and culturally appropriate educational resources to County residents.
Staff hereby recommend approval of the Agreement with OTS to allow Yolo County to receive funding for the CSSP to continue its strategic efforts of outreach and educational events aimed at reducing the risk of injury or death of County children under the age of eight as a result of a vehicle collision.

No general funds are required by this action. This action will lead to revenue generation from OTS in the amount of $226,000 for the period of October 1, 2022 through Sept. 30, 2023. The grant amount is included in the HHSA adopted budget for 2022-23.
