Approve agreement with the City of Woodland for American Rescue Plan funds in the amount of $700,000 for the period of July 1, 2022 through December 31, 2024 to assist with the initial startup costs and first three years of operations of the new Woodland branch of the Boys and Girls Club. Recommended Action

  1. Approve agreement with the City of Woodland for American Rescue Plan funds in the amount of $700,000 for the period of July 1, 2022, through December 31, 2024, to assist with the initial startup costs and first three years of operations of the new Woodland branch of the Boys and Girls Club; and
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $5,500,000 for the Children, Youth, and Families Priority Category. The Board then subsequently reviewed and provided direction on specific Child, Youth, and Families funding at the February 22, 2022, board meeting and expressed support for funding the City of Woodland for a contract to assist with the Boys and Girls Club. Staff has worked with the City of Woodland to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with the City of Woodland and performance measures are described below:


City of Woodland- Boys and Girls Club
Funding this contract with the City of Woodland will help to assist with the initial startup costs and the first three years of operations of the new Woodland branch of the Boys and Girls Club. This includes program materials and supplies costs, utilities, personnel, and administration. The Clubhouse will be used to deliver programs and support for Woodland youth ages 6 to 18. The Clubhouse and programs will be scaled to accommodate an average on-site daily attendance of approximately 150 youth and teens. After-school programs will operate from 2:00 pm - 6:00 pm, and a summer camp will be scheduled according to the school district’s schedule. The Clubhouse will operate year-round, 5-days per week, with the exception of designated holidays. The performance measures and outcomes associated with this project include tracking the number of programs provided, and youth served. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds set aside for Child, Youth, and Families at the February 22, 2022, Board meeting.
