Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan. On July 25, 2023, the Board reviewed previously allocated ARP funding and reallocated $2,181,372 to a number of staff-recommended programs, including $54,000 for the Yolo County Children's Alliance (YCCA) Backpacks for Kids program.
YCCA Backpacks for Kids Program
YCCA has operated an annual backpack and school supply giveaway program in Yolo County for several years. Initially serving 300 children in West Sacramento, the program saw significant expansion during the COVID-19 pandemic, providing aid to more than 1,600 Yolo County K-12 students in 2022. The program partners with local nonprofits and school districts to organize giveaways, and also directly provides supplies to families who request aid.
The initial Backpack Giveaway event was held this year on August 5, 2023, at the Back-to-School Resource Fair in West Sacramento, at which 1,001 backpacks filled with school supplies were distributed. In addition, another 2,123 backpacks were distributed throughout the County. $44,000 in funding from this agreement will be used to reimburse this year's giveaway expenses. At an approximate cost of $25/student, the County will be funding support for 1,760 Yolo County students in this school year. $10,000 in funding will be reserved for next August, when it is anticipated to supply an additional 400 students.

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction for these reallocated ARP funds at the meeting on July 25, 2023.
