Approve agreement with the City of West Sacramento in the amount of $234,328 for the period of July 1, 2023, through February 28, 2026, for the provision of Project HomeKey services.

Reason for Recommended Action/Background
On or about July 31, 2019, the passing of Assembly Bill 101 enacted the Homeless Housing, Assistance and Prevention Program that provides funding to cities, counties and local continuums of care to assist persons experiencing or at risk of homelessness throughout California; and
On or about December 17, 2021 (revised May 26, 2022), the Homeless Coordinating and Financing Council (“HCFC”) announced the availability of Homeless Housing, Assistance and Prevention Program Round 3 grant funding (“HHAP Round 3”). HHAP Round 3 is a $1 billion block grant program authorized by AB 140 (see also, California Health & Safety Code § 50218.6, et. seq.); and
On or about October 11, 2021, the County via the Health and Human Services Agency (“HHSA”) submitted an application indicating HHSA will apply for HHAP Round 3 disbursement funding; and
On or about January 14, 2022, the County received notice that it was awarded initial disbursement of HHAP Round 3 funding; and
On or about May 3, 2022, the County entered into Agreement No. 22-23 (State Agreement No. 22-HHAP-10067) with Business, Consumer Services and Housing Agency (“BCSH”) to accept the initial disbursement of HHAP Round 3 funding; andOn or about November 29, 2022, the County received a letter of award announcing that the County had been awarded the remainder disbursement of HHAP Round 3 funding; and
On or about March 16, 2023, the County entered into Agreement No. 23-09 (State Agreement No. 22-HHAP-20067, with BCSH regarding the remaining disbursement of HHAP Round 3 funding; and
The County is requesting approval of the Agreement with The City of West Sacramento for the provision of providing project HomeKey services.
Provided services will include interim sheltering to help individuals focus on building an economic foundation and identify permanent housing while addressing medical, behavioral, and other personal barriers.

Competitive Bid Process/Vendor Performance
There was no competitive bid process for this funding. Proposals for homeless support services were presented to the Yolo County Executive Commission to address homelessness and approved September 1, 2022. This Commission to Address homelessness consist of six (6) voting seats. The six (6) seats consist of one (1) individual who serves as a currently elected official in the City of Woodland; and (1) one elected official in the City of West Sacramento; and one (1) elected individual in the City of Davis; and one (1) elected individual in the city of Winters; and one (1) individual who serves as an elected County Supervisor; and one (1) individual who serves as the elected representative of the Homeless Continuum Care.

No general funds are required by this action. These services will be funded by HHAP Round 3. The total amount of this action is $234,238 for the period of July 1, 2023 through February 28, 2026. The amount of $234,328 is included in the HHSA adopted budget for fiscal year 2023-24.
