Recommended Action
- Delegate signing authority to the Yolo County Procurement Manager to execute the agreement with Ole Health dba CommuniCare Ole in the amount of $779,845.56 for the period of January 1, 2024 through June 30, 2024 for the provision of Substance Use Disorder Adult Continuum of Care services;
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise optional year extensions up to a maximum five (5) years contract term; and 2) issue related option year notices; and
- Adopt a budget resolution adding opioid settlement funds in the amount of $395,959 to the Health and Human Services budget for Fiscal Year 2023-24.

Reason for Recommended Action/Background
The County entered into an agreement with the California Department of Health Care Services (DHCS) to provide Drug Medi-Cal Organized Delivery System (DMC-ODS) Substance Use Disorder (SUD) treatment services to eligible clients. DMC-ODS is a program for organized SUD services to Medi-Cal eligible individuals with SUD residing in a county that has elected to participate in the DMC-ODS. The program provides beneficiaries with access to care and system interaction needed to achieve sustainable recovery. The County also receives funding from a variety of other federal and state funding streams that assist the County in provided SUD treatment services to various client populations, including but not limited to: Substance Abuse Prevention and Treatment (SABG) Block Grant Funds; Substance Abuse and Mental Health Services Administration (SAMHSA); CalWORKS and CWS funding; 2011 Realignment, Opioid Settlement funds and Intergovernmental Transfer (IGT) Funds.
- SUD Continuum of Cares services includes the following:
- Residential treatment services
- Outpatient and intensive outpatient treatment services
- Residential withdrawal management (detoxification) services
- Care Coordination services
- Recovery services
- Clinician consultation
- Recovery Residences
- Narcotic treatment program services/opioid treatment program.
These services will be provided to any eligible Yolo County resident referred through an access point established by Yolo County or referred by provider and will include, but not be limited to, the following populations/programs:
- CalWORKS Participants
- Individuals with an open Child Welfare Services (CWS) Case Plan
- Individuals who are Pregnant or Postpartum (Perinatal Services)
- Individuals who are involved with the Criminal Justice and those partially funded by system (AB109)
- Medically Indigent Adults
- Individuals with Co-Occurring substance use and mental health disorders
OLE Health dba CommuniCare OLE was selected to provide outpatient, intensive outpatient, recovery, care coordination, clinician consultation, Early intervention, contingency management/recovery incentives, and In-person access, screening, and referral services. The services that CommuniCare OLE will provide are crucial to helping Yolo County meet the needs of our residents who struggle with substance use and need these services as part of their continuum of care.
Approval of the request herein will enable HHSA to expedite the approval of the agreement for these crucial services and prevent lapse in services. The agreement is currently with CommuniCare OLE for their review and signature. Once HHSA has obtained their approval and signature, the agreement will be routed to the Procurement Manager for the final County signature.

Competitive Bid Process/Vendor Performance
On March 3, 2023 the County via the Department of General Services, Procurement Division (DGS-Procurement issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Substance Use Disorder Adult Continuum of Care services. The solicitation was open for 64 days, (just over 9 weeks). On March 24, 2023 the County offered potential bidders an opportunity to ask questions during a bidder’s conference.
The County received three (3) proposal(s) from this solicitation. DGS reviewed the proposals for minimum requirements and all three (3) proposals were moved forward to the Review Committee, comprised of two (2) HHSA staff members, one (1) Yolo County Probation staff member and one (1) Placer County staff member.
The Review Committee evaluated the proposals and determined that the proposal submitted by OLE Health dba CommuniCare OLE met all the required qualifications necessary to successfully provide these services. On or about June 27, 2023, the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by Realignment, SABG, Opioid Settlement funding and Federal Financial Participation (FFP) Medi-Cal eligible services drawdown. The total amount of this action is $779,845.56 for the period of January 1, 2024 through June 30, 2024 (pending approval of the attached budget resolution.) The amount of $657,886.02 is included in the HHSA adopted budget for fiscal year 2023-24 and the amount of $121,959.54 will be added to the HHSA adopted budget for fiscal year 2023-24 (pending approval of the attached budget resolution). The related funding will be included in the requested budget process for future fiscal years.
