Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive Transitional Housing Program – Round 5 funding in the amount of $156,510 and Housing Navigation Maintenance Program – Round 2 funding in the amount of $70,007 from the California Department of Housing and Community Development to provide housing services and activities to target populations in the community. Recommended Action
- Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive Transitional Housing Program – Round 5 funding in the amount of $156,510 and Housing Navigation Maintenance Program – Round 2 funding in the amount of $70,007 from the California Department of Housing and Community Development to provide housing services and activities to target populations in the community; and
- Delegate authority and authorize the Yolo County Health and Human Services Agency Director, or designee, to execute resulting agreements in connection with the THP Round 5 and HNMP Round 2 funding, as well as execute any financial amendments to accept Additional THP Allocation not to exceed $315,000, additional HNMP Allocation not to exceed $145,000, and any non-financial amendments, upon approval as to form by County Counsel.

Reason for Recommended Action/Background
In April 2020, the Board of Supervisors adopted a resolution authorizing acceptance of the Department of Housing and Community Development (“HCD”) allocation for the Transitional Housing Program (“THP”) Round 1. In November 2020 and October 2021, the Board of Supervisors adopted resolutions authorizing acceptance of additional THP Round 2 and THP Round 3 funding respectively. In December 2022, the Board of Supervisors adopted a resolution authorizing acceptance of additional THP Round 4 funding and Housing Navigation Maintenance Program (“HNMP”) Round 1 funding. In October 2023, HCD issued Allocation Acceptance Form for THP Round 5 funding and HNMP Round 2 funding.
Funding under THP is used to identify and assist with housing services for young adults from 18 to 24 years of age in the community to secure and maintain housing (with priority given to those in the state’s foster care or probation system); improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and provide engagement in outreach and targeting to serve those with the most severe needs. Based on each county’s percentage of total statewide number of young adults aged 18-24 years in foster care, Yolo County is currently eligible to receive an additional allocation of approximately $156,510 for Fiscal Year 2023-24 to continue this program.
Funding under HNMP is used to assist young adults aged 18-24 years secure and maintain housing (with priority access given to young adults in the foster care system), provide housing case management, prevent young adults from becoming homeless, and improve the coordination of services and linkages to key resources across the community. Yolo County is currently eligible to receive additional allocation funds of approximately $70,007 for Fiscal Year 2023-24 to continue this program.
As part of this process, HCD requires that the County submit an application for THP Round 5 and HNMP Round 2 funding in the form of Allocation Acceptance forms, accompanied by a Board Resolution authorizing the County to apply for and accept this funding, as well as designating the signatory for the associated allocation award.
