Recommended Action
- Approve and authorize the Chair to execute an agreement with Heluna Health for $750,000 in revenue for the implementation of Student Mobile Crisis Response Project for the period from execution of agreement through June 30, 2026;
- Authorize the Procurement Manager, or designee, to execute any non-financial amendments and revisions of the Agreement, including extensions, attachments, exhibits, and forms, upon approval as to form by County Counsel; and
- Authorize the Director of HHSA or designee to prepare and sign any fiscal or program reports required by the Agreement.

Reason for Recommended Action/Background
The Children and Youth Behavioral Health Initiative (CYBHI) is a cornerstone of the Master Plan for Kids’ Mental Health and has awarded $67 million to 99 organizations across 30 counties to scale early intervention programs and practices that provide mental health and wellness services to children, youth and young adults in California. Yolo County Health & Human Services Agency (HHSA) and the Yolo County Office of Education (YCOE) jointly applied for funding during the fifth round of funding which focused on early intervention programs and practices. Following stakeholder engagement with all five school districts, it was clear there is a gap in the service array related to crisis response services to support the K-12 school system. HHSA and YCOE applied for and were awarded funding to stand up a student mobile crisis response program.
The proposed Student Mobile Crisis Response Project will enhance all behavioral health programs offered through Yolo County Health and Human Services Agency (HHSA) by providing rapid response, individual assessment and community-based stabilization to children and youth who are experiencing a behavioral health crisis. The proposed Student Mobile Crisis Response Project will augment the current K-12 School Partnerships Program services by adding a layer of support for students experiencing a crisis while at school.
This funding will support the creation of mobile crisis response teams specially trained to address the unique needs of youth throughout Yolo County. Each team will be comprised of a licensed/waived behavioral health professional and a behavioral health case manager. Certified peers employed by HHSA will be available to join the team to support families in response to a student crisis, as necessary. Some Yolo County schools have students trained as peer supporters and/or family liaisons who will also support the team as appropriate. The team will be supported and overseen by an experienced Clinical Supervisor and Clinical Manager. Law enforcement and EMS services will only partner with the team when it is warranted.

- Help youth experiencing a crisis event to experience relief quickly and to resolve the crisis situation when possible; and
- Meet youth in an environment where they are comfortable; and
- Provide appropriate care/support while avoiding unnecessary law enforcement involvement, Emergency Department (ED) use and hospitalization.
The student mobile crisis response teams will use face-to-face interventions, deployed in real time to the location of the person in crisis achieve the needed and best outcomes for that youth. The student mobile crisis response teams will also provide linkage to the K-12 School Partnerships Program service providers to ensure students experiencing a crisis also receive ongoing services.
