Reason for Recommended Action/Background

The Sheriff's Office is requesting to purchase a new sponson for its 22-foot patrol boat.  A sponson is an inflatable polyurethane structure that surrounds the boat and acts like a bumper to prevent abrasions and damage to the hull.  This is specifically important when tying off to other boats during an enforcement stop or compliance check, as it can protect against damage to other boats as well, reducing potential complaints from citizens. The standard expected service life of this equipment is 8 years, and the current sponson is approximately 13 years old and has begun to deteriorate, increasing the risk of malfunction and appearing unprofessional.

This equipment item will be purchased using budgeted FY 2023-24 funds. Because the item is a fixed asset, the Sheriff's Office is also requesting Board authority to amend the 2023-24 Authorized Equipment List.

Collaborations (including Board advisory groups and external partner agencies)

County Counsel has approved the attached resolution as to form. Purchasing will assist with the procurement of the fixed assets.

Competitive Bid Process/Vendor Performance

A sole source document for the original manufacturer of the existing sponson will be used during the procurement process.

Further explanation as needed:

There is no associated cost to the County by approving the budget resolution and no new general fund or Public Safety Funds are required to purchase the fixed assets. The FY 2023/24 Boat Patrol Budget has sufficient funding to purchase the requested equipment. The Sheriff’s Office now requests approval of a budget resolution to move $15,600 from the major object Salaries and Benefits to the major object Equipment.
