Recommended Action

  1. Approve agreement with Victor Community Support Services (VCSS) for the period of July 1, 2024 through June 30, 2025 in the amount of $300,000 for the provisions of Family Urgent Response System (FURS); and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $300,000 for fiscal year 2025-26 and 2) issue related option year notices.

Reason for Recommended Action/Background

On or about June 14, 2022, the County entered into an agreement with Victor Community Support Services (VCSS) to provide Family Urgent Response System (FURS) (“Original FURS Agreements”). FURS is a coordinated statewide, regional, and county-level system designed to provide support to current and former foster youth, as well as their caregivers.  FURS requires county child welfare, probation, and behavioral/mental health agencies to establish a joint county-based mobile response system that includes a mobile response and stabilization team to provide in-person support as needed.  This support also includes a toll-free hotline available 24 hours per day, seven days a week, to effectively engage caregivers and children and youth currently or previously in the foster care system who are experiencing tension and conflict in their relationships, emotional distress, or behavioral or other difficulties that may threaten their relationships. Hotline operators will provide immediate assistance over the phone to help defuse conflict and to provide focused engagement and assessment to make a referral to the county mobile response system for further support.

The Original FURS Agreement with VCSS had an initial term of April 1, 2022 through June 2024, with two optional extensions for FY’s 2024-25 and 2025-26.

As part of its California Advancing and Innovating Medi-Cal (CalAIM) initiatives, DHCS amended its State Plan to include community-based mobile crisis intervention services and the County, as a MHP, is responsible for providing Medi-Cal community-based mobile crisis intervention services (Behavioral Health Mobile Crisis Services); and due to the American Rescue Plan Act of 2021 section 9813 (42 U.S.C. section 1396w–6), allowed states to add qualifying community-based mobile crisis intervention services as a covered Medi-Cal benefit.

On or about December 15, 2023, the County Procurement Manager approved a sole source procurement allowing for VCSS to provide Mental Health Mobile Crisis services, thereby, expanding the crisis response services provided to the County by the Contractor.

On or about December 22, 2023, the Parties agreed to terminate the Original FURS Agreement effective December 30, 2023, and replace it with this new FURS and Mobile Crisis Agreement, Contract No. 5277 (“FURS and Mobile Crisis Agreement”) effective December 31, 2023.

On or about January 9, 2024, the Board of Supervisors Ratified Agreement No. 24-31 for the new FURS and Mobile Crisis Agreement.

HHSA requests approval of this new FURS Agreement, which will terminate the FURS and Mobile Crisis Agreement effective June 30, 2024, and replace it with this new FURS Agreement effective July 1, 2024. On January 25, 2024, the County via the General Services Department, Procurement Division (GSD) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for child Youth and Family Outpatient Mental Health Services, including FURS and Mental Health Mobile Crisis services. The County received 4 proposals from this solicitation; however, none of the proposals received included Mental Health Mobile Crisis services. Due to the requirement to continue providing both of these services despite receiving no proposals for Mental Health Mobile Crisis, the county will be providing Mental Health Mobile Crisis services through the existing service delivery model, aligned with the services within the adult system of care. Victor Community Support Services is able to continue providing the mandated FURS services as a stand-alone service.

Competitive Bid Process/Vendor Performance

On November 9, 2021, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Family Urgent Response System (FURS) Services. The RFP was open for 34 days (just under 7 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on November 17, 2021. 

HHSA received one proposal from this solicitation.  The proposal submitted by Victor Community Support Services was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by State Funds. The total amount of this action is $300,000 for the period of July 1, 2024 through June 30, 2025. The amount of $300,000 is included in the HHSA recommended budget for fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed the amount of SIX HUNDRED THOUSAND DOLLARS ($600,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
