Reason for Recommended Action/Background

California Senate Bill 553 (SB 553) requires California workplaces to have a policy in place to address episodes of workplace violence. In accordance with that mandate, staff have prepared the Yolo County Workplace Violence Prevention Plan (“WVPP”). The proposed WVPP was drafted using Cal/OSHA guidance regarding the same.
 
The goal of the WVPP is to reduce violent incidents at the workplace by (1) increasing employee awareness of workplace violence, (2) supporting violent incident identification and reporting, (3) providing for a mechanism to track workplace violence incidents, and (4) supporting the correction of identified hazards or safety concerns.
 
As requested by the Board on July 23, the proposed updated WVPP includes a broad definition of the term “workplace violence injury.” This term has replaced the term “serious injury or illness” within the plan. “Workplace violence injury” has been defined to include any injury that occurs as a result of workplace violence. Also as requested, this version of the plan includes a statement of purpose (section A) clarifying the scope of the WVPP.
 
Additional changes were made to exempt law enforcement personnel from the plan as those Departments have separate policies and procedures for addressing the same concerns addressed by the WVPP in a non-law enforcement context. Finally, some formatting changes were made to make the WVPP more accessible to employees.
