Reason for Recommended Action/Background
In 2021, the County entered into a non-financial Memorandum of Understanding (MOU) with Davis Joint Unified School District (DJUSD) for the purpose of formalizing a partnership to provide on-site behavioral health services to enrolled students.
The MOU outlines that both the County and DJUSD collaboratively determined that the provision of behavioral health services through a community-based behavioral health service provider would improve the mental health and overall well-being of District students. On May 26, 2021, the County issued a competitive solicitation via a request for proposals for qualified community-based organizations. CommuniCare OLE was determined to be the top choice. On November 15, 2021, the County entered into Agreement 21-263 with CommuniCare OLE for these behavioral health services.
This amendment to the MOU with DJUSD will allow the County to accept funding in the total amount of $100,000, to be paid in two increments of $50,000 on October 1, 2024, and February 1, 2025, to help fund the CommuniCare OLE staff person assigned to the Harper Middle School Wellness Center for fiscal year 2024-25. The Wellness Center at Harper Middle School is aligned with the Student Behavioral Health Incentive Program (SBHIP) goals and the allocation of these funds to the K-12 School Partnership contract with CommuniCare OLE will support a full-time staff person providing on-site support to the students and staff at the school.
