Adopt resolution authorizing the Yolo County Health and Human Services Agency to enter into Agreement No. BSCC 1311-24 with the Board of State and Community Correction to receive 2024 Byrne State Crisis Intervention Program funding in the amount of $999,474 for the period of July 15, 2024 through September 30, 2026 to provide support to decrease gun violence. Recommended Action
- Adopt resolution authorizing the Yolo County Health and Human Services Agency to enter into Agreement No. BSCC 1311-24 with the Board of State and Community Correction to receive 2024 Byrne State Crisis Intervention Program funding in the amount of $999,474 for the period of July 15, 2024 through September 30, 2026 to provide support to decrease gun violence; and
- Delegate signing authority to Director of Health and Human Services Agency, or designee, to execute Agreement No. BSCC 1311-24; and
- Delegate signing authority to the Director of Health and Human Services Agency, or designee, to enter into and accept any financial or non-financial amendments and revisions to the Agreement, upon approval as to form by the County Counsel.

Reason for Recommended Action/Background
On July 11, 2024, the Board of State and Community Correction (“BSCC”) approved the funding recommendations of the 2024 Byrne State Crisis Intervention Program (“Byrne SCIP”) Advisory Board and Yolo County Health and Human Services Agency (“HHSA”) was awarded the grant in the amount of $999,474.
The goal of the BSCC Byrne SCIP funding is to develop a multipronged approach to decreasing gun violence in California, supporting local jurisdictions in their efforts to improve firearms relinquishment procedures and supporting the enhancement of programs that address behavioral issues, with a focus on people who are at higher risk for gun violence.
HHSA’s project proposal requested funding to support the Crisis Now 2.0 behavioral health emergency system. The system consists of a high-tech call center, 24/7/365 mobile response, and a Crisis Receiving Center. This expansion to the local crisis continuum of care will provide essential services to individuals experiencing behavioral health crises. Appropriate responses to behavioral health needs are critical to ensuring safety and wellness.
HHSA staff recommends approval of the Board Resolution to enter in the Agreement.
Performance Measures included in this Agreement are as follows:
This is a revenue agreement therefore this agreement does not contain County performance measures.
