Reason for Recommended Action/Background

The Adult and Aging Ad Hoc has been tasked with studying staffing, caseload standards, and recommendations for the County’s Public Guardian Program. CAO and HHSA staff analyzed and presented recommendations to the Ad Hoc for inclusion in the 24/25 adopted budget process. Priorities include:
  1. Staff to Active Case Standard Ratio of 30 per worker.
  2. Closing Open Case backlog. Currently 82 Cases.
  3. Program planning and preparation for SB43 (2026) and CARE Act (2025).
Staff recommend adding 1 FTE Conservatorship Officer to attain a deputized staffing to caseload ratio of 30 per worker for our Public Guardian Program. Staff recommend reassessing caseloads again over the next two Fiscal Year budget processes to assess the impacts resulting from SB43 and CARE Act implementations. This recommendation is HHSA’s highest budget priority in 24/25, and it ensures client safety, complies with Grand Jury caseload recommendations, and ensures compliance with internal audit recommendations.

This action is 100% general fund. It should be noted that HHSA staff have made a series of reductions to their budget between 24/25 Budget Submission and 24/25 Budget Adoption that will cover the increased general fund. There will be no net increased request from HHSA for general fund in the 24/25 budget year due to this action.
