Waive second reading and adopt ordinance amending Chapter 4 of Title 4 of the Yolo County Code regarding County Parking Facilities.

Reason for Recommended Action/Background

The Yolo County Board of Supervisors reviewed this item for the first time on October 22, 2024, and continued it to November 5, 2024, for consideration for adoption. This agenda item aims to update Chapter 4 of Title 4 of the Yolo County Code regarding County Parking Facilities, which was originally adopted in 1975 with various updates in 1991. Title 4, Chapter 4 of the Yolo County Code shall be replaced in its entirety with the text included as Attachment A. This ordinance updates the chapter to comprehensively update the provisions thereof and ensure that County parking facilities are used for their intended purpose and to discourage violations by providing appropriate means of enforcement consistent with California law and practices within incorporated cities within the County. These changes will modernize the code to address Electic Vehicle charging, provide definitions, authorize the Director of General Services Department, Sheriff, or local law enforcement or designees to enforce, and will ensure violations are subject to civil penalties. These updates will help ensure adequate parking accessibility for all County staff and visitors.
