Recommended Action
Approve second amendment to Agreement No. PO 4388 with NAMI Yolo to add funding in the amount of $34,770 for 2024-25, for a new contract maximum of $544,770, for the period of July 1, 2022 through June 30, 2025 and to update and clarify language throughout the Agreement, for the provision of family and peer-led support services.

Reason for Recommended Action/Background
Severely Mentally Ill (SMI) consumers and their family members and/or caretakers need additional non-treatment support-based resources that impart knowledge and provide a place for connection and comradery. NAMI Yolo County has a well-developed nationwide curriculum that provides educational courses, support group classes, community presentations, and events for Peer to Peer and Family to Family SMI consumers and family members.
In addition, NAMI Yolo assists participants in managing stress better; increasing their understanding of the signs and symptoms of mental health concerns, promoting awareness of mental health resources; developing ways to support/advocate for an individual or loved one to access needed services; and coping with the impact of mental health for an individual or within the family.
MHSA funding is specifically disseminated to counties to develop and support community-based resources such as these to prevent and educate the community about mental health.
This amendment adds funding for fiscal year 2024-25 which exceeds the procurement managers authority to sign. Health and Human Services Agency (HHSA) request approval of this amendment which adds funding for 2024-25 and updates and clarifies languages throughout the agreement. HHSA and NAMI Yolo have mutually agreed to move the Family- and Peer- Led Support Services Program from the Community Services and Supports category within the Mental Health Services Act 3-Year Plan to the Prevention and Early Intervention program. This shift is aligned with the nature of the program and associated services and is funded similarly in other counties’ MHSA plans. Further, this shift is aligned with the funding availability within the current and projected MHSA revenues for the remainder of the current 3-year plan.
Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures). Because the funding category associated with this agreement is transitioning from Community Services and Supports under the Mental Health Services Act to Prevention and Early Intervention (PEI), additional PEI data will be required to be collected and reported by the contractor.
HHSA confirms NAMI Yolo has performed satisfactorily under this agreement. 63% to 100% of support group and/or educational course participants reported an increased ability to manage stress and an increased ability to recognize the signs and symptoms of mental illness. 67% to 100% of support group and/or educational course participants reported increased access to community resources. 100% of support group and/or educational course participants reported feeling less isolated because of group involvement. 70% of event attendees and 100% of community education presentation attendees reported an increased understanding of mental illness and associated stigma. 75% of community education presentation attendees reported an increased ability to recognize the signs and symptoms of mental illness.

Competitive Bid Process/Vendor Performance
On April 14, 2022, the then acting Yolo County Deputy Director/Purchasing Agent or designee approved a sole/single source procurement for these services.
Without the Sole Source approval of this agreement with the vendor, the County would not be able to educate consumers and family members on the signs of mental health. Factors considered, included but were not limited to: 1) NAMI Yolo County is the sole local vendor that has well-developed nationwide curriculum for the Peer to Peer and Family to Family Support groups HHSA is desirous of continuing to offer to the community; 2) Non-NAMI vendors do not have access to the accepted nationwide, high-quality Support group curriculum; 3) competitive pricing/cost savings; and 4) support group attendees, which are County residents, would experience the interruption or cessation of support in the middle of the current curriculum or group program

No general funds are required by this action. These services will be funded by Mental Health Services Act (MHSA). The action increases the contract maximum by $34,770 for a total of $544,770 for the period of July 1, 2022 through June 30, 2025. The amount of $34,770 is included in the HHSA adopted budget fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2027, nor shall the total contract maximum exceed the amount of SEVEN HUNDRED FORTY-FOUR THOUSAND SEVEN HUNDRED SEVENTY DOLLARS ($744,770), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
