Approve the Cooperative Agreement between the County of Yolo, Winters Joint Unified School District, and the City of Winters, to continue operating the Winters Community Library. (No general fund impact) (Lopez)

Approve and authorize the Chair to sign the Cooperative Agreement (Attachment A) between the County of Yolo, Winters Joint Unified School District, and the City of Winters to continue operating the Winters Community Library, a joint-use, co-located public and school library.

In January 2004, the Winters Joint Unified School District (School District) and the County of Yolo (County) entered into a site lease agreement in which the School District agreed to lease a portion of the real property of the Winters High School campus grounds for the County to construct and operate the Winters Community Library (Library). In December 2006, the County, School District, and the City of Winters (City) entered into a cooperative agreement (Agreement No. 06-329) outlining the Parties' respective responsibilities and financial obligations regarding the construction and operation of the Library. Construction of the Library was completed in November 2009. Since then, the parties have continued to jointly operate the Library according to Agreement No. 06-329, as amended. The County, School District, and City have developed this revised cooperative agreement to remove sections related to construction, incorporate language from amendments, and provide additional updates based on current operations (Attachment A). This new cooperative agreement will replace and supersede Agreement No. 06-329.

The Winters City Council approved the agreement on November 19, 2024 (City Agreement No. 2024-11) and the School District's Board of Directors approved the agreement on November 21, 2024.
