- Consider adoption of the proposed 2025 Intergovernmental Advocacy Policy and Legislative Advocacy Priorities for Yolo County; and
- Approve the conceptual legislative investments list for the purposes of earmark or other directed spending requests.

Reason for Recommended Action/Background
The County took positions on 10 bills in the 2024 legislative session. Attached is a report detailing the outcome of those bills (Att. A).
Staff has conferred with department heads on recommended updates to the County’s 2025 Intergovernmental Advocacy Policy (Att. B. and Att. C.). Of note, the draft 2025 Intergovernmental Advocacy Policy includes new language in support of legislation which would allow for Yolo County to be within the territory of a single community college district. Below are the 2024 Legislative Advocacy priorities and status updates:
For 2025, staff is recommending the following Legislative Advocacy Priorities:
Staff has conferred with department heads on recommended updates to the County’s 2025 Intergovernmental Advocacy Policy (Att. B. and Att. C.). Of note, the draft 2025 Intergovernmental Advocacy Policy includes new language in support of legislation which would allow for Yolo County to be within the territory of a single community college district. Below are the 2024 Legislative Advocacy priorities and status updates:

| Proactively engage on state budget issues to protect county revenue streams and prevent cost-shifting and/or unfunded mandates from the state. | The state budget largely stabilized; however, staff continues to closely monitor. |
| Analyze emerging industry trends and take necessary actions to ensure Yolo County receives the appropriate share of Bradley-Burns sales tax. | Staff researched this issue and conferred with our state lobbyists and concluded that the county continued to receive its appropriate share of sales tax. |
For 2025, staff is recommending the following Legislative Advocacy Priorities:
- Monitor federal executive and/or administrative actions that could impact County funding streams or County operations.
- Review and engage on potential opportunities to improve revenue generation, including options to address longstanding inequities in the County’s property tax allocation.

The 2025 Intergovernmental Advocacy Policy and Advocacy Priorities were previously approved by the Board Legislative Ad Hoc Subcommittee.
