Recommended Action

Adopt the 2025-26 resolution for the Yolo County Library, Community Facilities District No. 1989-1 (Davis Branch Library), to approve the levying and apportioning of the special tax consistent with the recent voter approval of Measure T.

Reason for Recommended Action/Background

The Board annually approves the levy and apportionment of the special tax for Davis library facilities and services for Community Facilities District No. 1989-1 (Davis Branch Library), which may not exceed the maximum tax rate approved by voters.   In November 2024, voters approved Measure T, which authorized the Board to increase the amount of their special tax annually by $49 per parcel and $24.50 per residential unit for multifamily parcels to the existing special tax.  The Board adopted a Resolution of Change on January 14, 2025 (Resolution No. 25-03) confirming the Measure T changes approved by voters.  The proceeds of the special tax are to be used to pay for the cost of additional bonds issued for the purpose of expanding and renovating the Mary L. Stephens Davis Branch Library and to provide library services in Davis, including at both the Mary L. Stephens Davis Branch Library and the new Walnut Park Library in South Davis. The attached resolution (Attachment A) approves the special tax rate for 2025-26 at the rates specified in Measure T ($172.22 per parcel and $86.11 per residential unit for multi-family residential parcels).
