Approve the Workforce Innovation and Opportunity Act - Yolo County Workforce Innovation Board Local Plan 2025-28 and approve the Workforce Innovation and Opportunity Act - Strategic Workforce Development Plan for the Capital Region 2025-28. (No general fund impact) (Planell)

Recommended Action

  1. Approve the Workforce Innovation and Opportunity Act - Yolo County Workforce Innovation Board Local Plan 2025-28; 
     
  2. Approve the Workforce Innovation and Opportunity Act - Strategic Workforce Development Plan for the Capital Region 2025-28; 
     
  3. Authorize the Chair to sign signature pages associated with the Yolo County Workforce Innovation Board Local Plan 2025-28 and Strategic Workforce Development Plan for the Capital Region 2025-28; and
     
  4. Authorize the Health and Human Services Agency Director, or designee to edit the documents approved in actions A and B above to address any deficiencies identified by the California Workforce Development Board, State representatives, or designee, after submission.

Reason for Recommended Action/Background

Workforce Innovation and Opportunity Act (WIOA) is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. 
 
The recommended actions are intended to accomplish several critical actions that will keep Yolo County in compliance with the requirements of WIOA.
 
Yolo County Workforce Innovation Board Local Plan 2025-2028
Under WIOA, the Yolo County Workforce Innovation Board (WIB) Local Plan (Local Plan) is established for a four (4)-year time period with a biennial update in order to ensure the plan remains current and account for changes in labor market and economic conditions or any other factors affecting the implementation of the Local Plan.  Local Plan 2017-20 was approved by the Board of Supervisors on March 21, 2017, and the biennial update was approved by the Board of Supervisors on June 4, 2019. The subsequent Local Plan for 2021-2024 was approved on July 13, 2021, with the biennial update approved by the Board of Supervisors on February 21, 2023.

Local Plan 2025-28 was developed to be in alignment with Workforce Services Directive 24-09 and the 2024-2028 County Strategic Plan, and California’s Strategic Workforce Development Plan 2024-2027. Local Plan 2025-28 was collaboratively developed and vetted with a wide range of partners and stakeholders including, but not limited to: California Work Opportunity and Responsibility to Kids (CalWORKs), Adult Education & Literacy, Wagner-Peyser, Veterans Services, Unemployment Insurance, Vocational Rehabilitation, Migrant Seasonal Farmworkers, Housing and Urban Development Education, Carl Perkins Career Technical Education, Labor, Economic Development, Senior Community Service Employment Program, and Business. 

WIB reviewed and approved the draft Local Plan 2025-28 on March 12, 2025. (Att. A. Local Plan) Notifications were provided through various on-line publications throughout Yolo County and opportunities for public input/comment were provided at both the December 4, 2024, and January 15, 2025, regularly scheduled meetings.  Additionally, the draft Local Plan 2025-2028 was available for public comment for thirty (30) days, which ended March 5, 2025. 

WIOA Strategic Workforce Development Plan for the Capital Region 2025-2028
Under WIOA, the WIOA Strategic Workforce Development Plan for the Capital Region (Regional Plan) addresses how regional partnerships will serve as the primary mechanism for aligning educational and training services with regional industry sector needs. The Regional Plan is established for a four (4)-year time period with a biennial update in order to ensure the plan remains current and to account for changes in labor market and economic conditions or any other factors affecting the implementation of the Regional Plan.  Regional Plan 2017-20 was approved by the Board of Supervisors on March 21, 2017, and the biennial update was approved by the Board of Supervisors on June 4, 2019. The subsequent Regional Plan 2021-2024 was approved on July 13, 2021, with the biennial update approved by the Board of Supervisors on February 21, 2023.

Regional Plan 2025-28 (Att. B. Regional Plan) was drafted by Valley Vision on behalf of the Capital Region Planning Unity (CRPU), which consists of Yolo, Sacramento, Yuba, Sutter, Glenn, Colusa, Placer, El Dorado, and Alpine counties, to be in alignment with the California Workforce Development Board 2024-2027 State Plan. Notifications were provided through various on-line publications throughout Yolo County and opportunities for public input/comment were provided at both the December 4, 2024 and January 15, 2025 regularly scheduled meetings.
