Approve and authorize the Chair to sign agreement with the Office of Traffic Safety (OTS) to receive funding in the amount of $290,630 under the Pedestrian and Bicycle Safety Program for the period of October 1, 2024 through September 30, 2025 to reduce the number of persons killed/injured in crashes involving pedestrians and bicycles. Recommended Action

Approve and authorize the Chair to sign agreement with the Office of Traffic Safety (OTS) to receive funding in the amount of $290,630 under the Pedestrian and Bicycle Safety Program for the period of October 1, 2024 through September 30, 2025 to reduce the number of persons killed/injured in crashes involving pedestrians and bicycles.

Reason for Recommended Action/Background

The County has had repeated incidents of vehicles colliding with pedestrians or bicyclists that result in injury or death. From 2020-2022, the injury/fatal collision percentage was 12.4%, of that 8.21% of those injured or killed were under the age of 15.  Many of the collisions occur within the city limits of Woodland, West Sacramento, and Davis, where residents walk and bike for transportation and recreation but interface with vehicles regularly. Data indicates there is an education gap among Yolo County residents when it comes to understanding how to bicycle safely, how to share the road with all users, and helmet safety. In addition, there is a gap in outreach to Spanish-speaking families.

Staff hereby recommends approval of the Agreement with OTS to fund the County’s Pedestrian and Bicycle Safety Program that will target families in Woodland, West Sacramento, Winters and Knights Landing via education at partner agencies, at community events, and through public awareness campaigns. The program will emphasize working with Spanish-speaking families and low-income families by collaborating with partners who serve these populations. Furthermore, county-wide media campaigns to promote safety behaviors among road users will be implemented to reach the Davis population and those living in the unincorporated areas of the County.

No general funds are required by this action. This action will lead to revenue generation from OTS in the amount of $290,630 for the period of October 1, 2024 through Sept. 30, 2025. The grant amount is included in the HHSA adopted budget for 2024-25.
