These actions will allow the Department to solicit competitive bids and proceed with timely construction of the 2025 Pavement Preservation Project.

The project involves pavement preservation of approximately 50 miles of Yolo County roadway, including the Capay Valley, residential areas of Guinda, Rumsey, Brooks, Willow Oak, North Davis Meadows, and Binning Tract. The roadways and streets will be treated by applying a double seal or triple seal treatment on the existing road surfaces adding less than one inch thickness to the structural section of the treated roads. Double seal treatment begins with surface preparation, followed by an asphalt rubber chip seal on the existing pavement surface and finished with micro-surfacing seal. Triple seal treatment also begins with surface preparation and a micro-surface treatment on the existing pavement surface, followed by an asphalt rubber chip seal and slurry or micro-surface to complete the treatment. On road segments where the pavement has far exceeded its design life, the treatment will include completely pulverizing pavement in-place, placing a hot mix asphalt leveling course, then applying an asphalt rubber chip seal followed by a micro-surfacing seal.
In 2023 County staff elected to change the materials used for striping on all future road projects. Due to this change, the worn-out striping on approximately 18 miles of roadway from the 2022 Pavement Preservation Project (which includes CR 99W, CR 1, & CR 8) will be re-striped with this project.
The project is expected to take approximately 90 working days to complete. There will be no road closures and the contractor will be required to provide access to residences and businesses. Advance notification signs will be placed to advise motorists to use alternate routes during construction. All roadwork will be completed under traffic control that will involve lane closures and minor delays to traffic during the workday.
On November 5. 2024, the Board adopted a CEQA Notice of Exemption and approved the project. The next step is to prepare to bid the project for construction. To avoid schedule delays, the Board is asked to delegate its discretionary authority to adopt the final project plans and specifications to the Director, Public Works Division. (See, e.g., PCC § 22039 [authorizing delegation of authority to approve plans and specifications to a designated representative].) The current plans and specifications are close to 90% complete. However, with winter upon us, along with weather uncertainty, delegating the authority to adopt the final plans and specifications to the Public Works Director allows for more flexibility to bid the projects in a timely manner. It typically takes two months to award a contract after Board of Supervisors’ authorization. With the 2025 Pavement Preservation Project, staff is aiming to advertise in late winter/early spring when bid prices are more competitive. Pavement preservation is a fight against time; the longer you wait to preserve a roadway surface, the worse the road condition becomes due to age, weathering, and heavy vehicle damage.

Competitive Bid Process/Vendor Performance
The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services. A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:
Sufficient funds have been budgeted in the recommended FY24/25 Road Fund budget for the 2025 Pavement Preservation Project and will also be budgeted in the FY25/26 Road Fund proposed budget. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide most of the funds for construction.
